Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.

2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.

3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:

4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.

5 Wherefore ye must needs be subject, not only for wrath, but also for conscience sake.

6 For for this cause pay ye tribute also: for they are God's ministers, attending continually upon this very thing.

7 Render therefore to all their dues: tribute to whom tribute is due; custom to whom custom; fear to whom fear; honour to whom honour.

Romans 13:1-7.


I offer this scripture today in response to the recent and multiple incidents involving the police’s use of force. I believe every one of those sad endings began with resistance by the eventual victim. Were this scripture taught and practiced there would be less death and the resulting riots in the streets of our cities.


Let us review the Word of God once again.

1. This is directed to every soul. There is no reference to economic standing, age, gender, or race. This is a standard for every living person.

2. To be clear concerning the scripture, the word “power” used here in its original Greek is exousia which means: one who possesses authority; (the Latin use is honestates, dignitates, auctoritates so the English authorities, dignities, etc. in reference to persons);

a ruler, human magistrate. This authority is not only a governmental matter but it is a God matter. For there is no power but of God: the powers that be are ordained of God.


3. I do not need a Greek reference to clarify verse 2.

Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.

Again whosoever includes every living soul as does verse 1.

Resistance to the authority will not end well.


As a matter of fact, let me make use of the J. B. Phillips New Testament translations. It is a proper version and easily understood.

I offer this up starting with verse 3.


3-4 The honest citizen has no need to fear the keepers of law and order, but the dishonest man will always be nervous of them. If you want to avoid this anxiety just lead a law-abiding life, and all that can come your way is a word of approval. The officer is God’s servant for your protection. But if you are leading a wicked life you have reason to be alarmed. The “power of the law” which is vested in every legitimate officer, is no empty phrase. He is, in fact, divinely appointed to inflict God’s punishment upon evil-doers.


5-7 You should, therefore, obey the authorities, not simply because it is the safest, but because it is the right thing to do. It is right, too, for you to pay taxes for the civil authorities are appointed by God for the good purposes of public order and well-being. Give everyone his legitimate due, whether it be rates, or taxes, or reverence, or respect!
